Wigan have been deducted three points with immediate effect for not paying their players this month.
Latics have previously been prosecuted and fined for not complying with the terms of the Standard Contract signed between the club and the player in June 2022, July 2022 and October 2022.
The penalty leaves the club eight points from safety at the Championship table, with eight games remaining in the season.
The EFL’s statement read: “The club’s latest breach of its obligations means that the terms of the Agreed Decision the club entered into with the EFL in January 2023 have been breached and the application of the sporting sanctions issued is automatically triggered.
“In further violation of the Approved Decision, the owner of the club failed to deposit an amount equal to 125 percent of the monthly salary bill into the designated club account.
“This is an important term of the Agreed Decision to help the club no longer fall foul of EFL regulations, should there be a delay in the overseas payment process.
“Separately, new charges have now been issued to the club following the latest incidents of non-payment of player wages and non-compliance with Agreed Decisions.
“The owner of the club will also be charged with wrongdoing, with the matter being referred to an Independent Disciplinary Commission.”
