Manchester City was referred to an independent commission over more than 100 alleged breaches of financial rules in the Premier League, England’s top football league, on Monday.
The violations spanned from the 2009-10 season to the 2017-18 campaign, the league added. City was bought by Abu Dhabi-based owners, City Football Group, in 2008.
If the allegations are proven, City could face a range of sanctions, including points deductions or expulsion from the Premier League.
The club has been charged with breaching rules related to the provision of accurate financial information, “especially regarding income (including sponsorship income), related parties and operating expenses,” the league said.
The allegations stem from a Premier League investigation into City’s financial dealings launched four years ago, months after the release of a tranche of “Football Leaks” documents obtained by German publication Der Spiegel and reviewed by Reuters.
City were subsequently banned from the Champions League by European governing body UEFA for two years, but successfully appealed to the Court of Arbitration for Sport (CAS), which overturned the ban in 2020.
The club was fined 30 million euros ($32.28 million) by UEFA, which CAS reduced to 10 million euros.
City alleged the Premier League failed to disclose managerial remuneration in each season from 2009-10 to 2012-13, when Roberto Mancini was manager.
The club was also charged with non-compliance with Premier League rules requiring clubs to follow UEFA’s financial fair play (FFP) regulations from the 2013-14 to 2017-18 seasons and non-compliance with Premier League rules on profits and sustainability from 2015. -16 to 2017- 18 seasons.
The FFP regulations are designed to stop clubs making huge losses from spending on players. They also ensure that sponsorship deals are based on real market value and are genuine commercial agreements – and not a way for owners to pump cash into clubs to get around the rules.
City are also accused of failing to cooperate and assist the Premier League in its investigation from December 2018 until now.
“Commission members will be appointed by the independent chairman of the Premier League Judiciary Panel,” the Premier League said in a statement.
“Proceedings before the Commission shall be … confidential and heard in private.
“The Premier League will make no further comment on this matter until further notice.”
The city did not immediately respond to a request for comment.
