Jurgen Klopp’s men lost the fourth round 2-1 at the Amex Stadium despite taking the lead through Harvey Elliott.
Lewis Dunk leveled before the break and Kaoru Mitoma’s brilliant control and finish in stoppage time earned the Seagulls a place in the fifth round.
Liverpool, who almost won a historic quadruple last season, have crashed out of the League Cup and are only in ninth place in the Premier League.
Robertson said the results were “bitterly disappointing”.
“At a club like Liverpool, the fans expect a lot and to lose with the last kick of the ball is disappointing,” he told ITV. “We have to start winning games. It’s easy to say but harder to fix.
“This season is not good enough. At the beginning of the year, we wanted a new start but it has not happened. We have been worse. In the league we have not been good enough and now we are out of two cups.
“You can’t put your finger on one thing, it’s more than that. You could say we weren’t confident in front of goal and in defense we were a bit open. We had two clean sheets today, but then conceded two goals.
The Scotland international said the team needed to regain their confidence, adding that they had once again let the fans down.
Liverpool lost 3-0 to Brighton earlier this month in a Premier League match which Klopp described as a “horror performance”.
The Liverpool boss was unhappy with his side’s defense on Sunday.
“We came here after a game a few weeks ago when we weren’t close to ourselves,” he told the BBC.
“Today we played a better game, but we conceded two goals from set-pieces and were not allowed in any way.”
