District Governor candidate People’s Democratic Party (PDP) in Rivers State, Siminalayi Fubara, has promised to uphold the rule of law and ensure that all actions taken by the Rivers State Government are supported by the law and guided by public policy and the collective interest of the people if he is elected.
Mr. Fubara’s promise is contained in the “Bigger Rivers State Blueprint” document, which is the vision of the state, forwarded on Wednesday to PREMIUM TIMES.
He also promised to provide an “interactive feedback mechanism for citizens to interact directly with the government” as part of measures to enhance good governance in the state, as well as prioritize the interests of Rivers State and carry out effective, accountable, and participatory administration .
“Good governance is a key driver of human security and social progress,” Mr Fubara said in the 38-page document. “Our task and commitment is to consolidate and continue to provide effective leadership to Rivers State and all who live in it to sustain and bring the state to a new level of development.”
Industrialization
The PDP candidate said he will draw up and implement a 10-year industrialization masterplan for Rivers State, and continue to increase the ease of doing business in the state to attract local and foreign investors to speed up industrialization in the state.
He also said that he will implement a business-friendly fiscal regime and incentives for the private sector, and further liberalize the process for the acquisition and registration of land rights, including the issuance of occupancy certificates for commercial, industrial, manufacturing and agricultural purposes.

Mr. Fubara said the Rivers government, under his watch, would provide incentives for indigenous entrepreneurs to develop businesses or start new business ventures in the state and would create a state wealth fund for the state.
On agriculture, Mr. Fubara said that if the governor is elected, the state government will increase budget funds for agriculture to support commercial agriculture and allied businesses in the state.


The blueprint covers other sectors such as education, health, security, infrastructure, energy, and housing.
On security, Mr. Fubara said he would set up a Rivers State Security Trust Fund in collaboration with the private sector for the funding of sustainable security operations in the state.
He said he would encourage, fund and empower government and community leaders to improve the security of lives and property in their areas.
