The government is scheduled to launch the National Rental Assistance Scheme on Tuesday 31 January 2023 to support people on low incomes to rent decent accommodation in the country.
The ruling New Patriotic Party (NPP) has pledged in its 2020 manifesto to pay rent to Ghanaian youth in the short term to prevent the problem of high rent and long rent.
Vice President Dr.Mahamudu Bawumia who will launch the Scheme at the Accra International Conference Center assured Ghanaians that under the National Rent Allowance Scheme, “we will give a loan to pay the rent allowance, not directly to you but the landlord then we will reduce it every month because you usually pay”
The NPP has also promised to set aside seed money for the new National Rental Assistance Scheme (NRAS), which it intends to implement to tackle accommodation problems if its mandate is renewed in 2020.
Over two years into the administration’s second term, many Ghanaians are questioning the commitment of the Akufo-Addo-led government to this promise.
Already, speaking at the Infrastructure conference organized by the Ghana Chamber of Construction Industry (GhCCI) in Koforidua on behalf of the Minister of the Sector Francis Asenso Boakye, the deputy minister of Works and Housing Abdulai Abanga assured Ghanaians that, the government will fulfill the promise as soon as possible. implementation of the scheme.
“The government intends to implement the National rental assistant scheme to, among other things, address market imbalances in the rental housing market, provide assistance to low-income households to access accommodation while using this assistance to improve the quality of rental accommodation”.
He said the government will continue to increase its engagement with stakeholders to reduce the current housing deficit of 1.8 million in the country.
“At the center of all these plans, are the Ghanaian contractors. The nation needs a group of progressive, ready and well-organized contractors to start the government’s transformation agenda. The ministry is always working with contractors, developers and other government agencies on how we can collaborate to reduce housing deficit of about 1.8 million housing units.
The Ghana Tenancy Act of 1963 (as amended) states that six months’ deposit is the maximum that a landlord can ask from a tenant. This national rent assistance scheme will deter landlords from continuing to charge two-year rents that are illegal under the Rent Act.
The Ghanaian government provides a rent assistance scheme as a way to help tenants who are struggling to pay their rent. In reality, this is a dangerous scheme to create a divisive social norm.
