For the implementation of technical application guidelines, monitoring and verification of regulations for mandatory display and submission of Energy Performance Certificates for buildings

The main objective of the Regulation is to gain access to accurate and reliable building energy data, to support government initiatives in the field of energy efficiency monitoring, and related greenhouse gas (GHG) emission obligations, and finally to encourage building owners to improve energy efficiency. building performance and the desire to finally receive an A-rating for that facility.

The regulation applies to non-residential buildings with a floor area of ​​at least 2000 m2 in the private sector, and 1000 m2 for buildings owned, operated or occupied by state organs. Once issued, the EPC will be valid for five years, and monitoring of the EPC display will be carried out by the Department of Mineral Resources and Energy (DMRE) or a representative appointed by the Department.

With this background, the South African – German Energy Partnership, on behalf of DMRE, wants to select a competent consultant to develop Technical Application Guidelines for the purpose of implementing, monitoring and verifying the Regulations for Mandatory Display and EPC Submission for buildings. The Technical Application Guidelines will describe the process to be followed to carry out a building energy performance assessment in accordance with the relevant South African National Standards, monitoring and verification of the EPC issued by the Inspection Body and presented by the building owner.

These guidelines will apply to four classifications of building categories namely: A1: Entertainment and public meetings; A2: Theater and indoor sports; A3: Teaching place; and G1: Office as regulated in the Regulations.
