What’s in the 28-point plan?
I’m with the fact checking team, looking into exactly what’s on the table with this proposed peace deal between Russia and Ukraine.
The 28-point plan, written by Russia and the U.S., appears to hand Russia a lot of what it’s been demanding from the start, and it’s hard to imagine how Ukraine would willingly agree to it.
It would force Ukraine to give up the rest of the Donbas region (which includes the areas of Donetsk and Luhansk), which Russia currently does not fully control. However, the area would also be demilitarized, so Russia would not be allowed to position troops there. That is possibly a concession aimed at getting Ukraine to agree.
The plan also forces Ukraine to give up some weapons and accept less U.S. military assistance. Security guarantees and direct military help have been vital for Ukraine to resist Russia’s advances since the start of the war in 2022.
There are also provisions that speak to Putin’s view that Ukraine is not a real country. The plan would reportedly make Russian an official state language in Ukraine, and give the Orthodox Church official recognition.
