
Revenue Services Lesotho was established by an Act of Parliament in 2001 and became operational in 2003. RSL has a five-year strategy for 2018 – 2023 with the theme “Rea Aha – We are building”. The guiding principle for this strategy is ”Build automated compliance by leveraging strategic partnerships and developing business acumen”. The purpose of Rea Aha’s strategy is to achieve four results: good revenue; improving service quality; automatic compliance and reduced collection costs.

RSL is looking for an experienced, enthusiastic, energetic and tenacious citizen of Lesotho to fill the position of Commissioner General. The position provides an excellent career opportunity for the right candidate who can make a difference to the dynamic RSL team through leadership and outstanding contribution to the revenue service in Lesotho.
The Commissioner General reports to the RSL Board of Directors. He will be the Head of Accounting responsible for providing strategic direction to the organization, with the aim of achieving strategic results to maximize revenue collection, promote culture
voluntary compliance, improving service quality and reducing collection costs through effective administration of revenue laws and tax policies.
Main Responsibilities:
- Create a high-performing and agile organization with a culture that maintains the highest ethical and governance environment that supports voluntary taxpayer compliance in line with best-in-class tax administration systems.
- Lead and build an executive team to implement the organization’s operations in a manner that ensures the achievement of strategic results.
- Develop, implement, monitor and evaluate the performance of strategic plans and processes to achieve organizational sustainability.
- Build RSL brand recognition and respect with external stakeholders to improve client experience.
- Communicate and agree with the Ministry of Finance and Planning to set annual revenue targets, and create a strategy to achieve the set targets.
Qualifications and experience
Master’s Degree in Economics / Taxation / Commerce / Public Administration / Law / Financial Management / Business Administration / Chartered Accountant or relevant qualification and equivalent to eight years of proven and progressive work experience at Executive Management level,
OR
Honors Degree in the above qualification, plus 10 years work experience at Senior Management level. Senior Management experience in revenue administration and relevant professional certification will be an added advantage.
